Summary:
The Port Captain shall oversee fleet personnel and vessel day to day operations and manages the vessels/crews documentation needs, training requirements, safety issues and reporting essentials.

Essential Functions:
  • Adhere to the QSEMS (Quality, Safety, and Environmental Management System) including the Quality Assurance Manual (QAM) and the Operating Procedures Manual (OPM).
  • Implement the Quality, Safety and Environmental Policy of the Company.
  • Provide overriding authority and make decisions with respect to quality, safety and pollution prevention.
  • Provide overall direction, coordination, and evaluation of vessel captains.
  • Ensure compliance of assigned operations with applicable federal, state, and company regulations and policies. 
  • Ensure continual improvement of quality, safety and environmental protection performance.
  • Monitor and ensure quality, safety and environmental standards on all assigned operations.
  • Direct and implement QSEMS policies, processes, procedures and applicable work instructions for vessel crew.
  • Interview, hire and train vessel crew.
Other Tasks:
  • Perform other related duties, as assigned.

Supervisory Responsibilities:
 
  • Provide oversight and support to the vessel personnel.
  • Provide strategic direction, establish and communicate measurable quality, safety and environmental policies, objectives and overall company goals.
  • Assist vessel personnel as needed to address complaints and resolve problems.
  • Verify that specified requirements are observed.
  • Routinely review the Company’s QSEMS to ensure it kept up to date.

Qualifications:

Education and/or Experience:
Minimum:
  • Valid Workers Identification Credential (TWIC)
  • Valid Driver’s License

Preferred:                                                             
  • USCG 200 Ton Master of Towing upon Coastal Waters
  • Vessel Security Officer (VSO) Certificate
  • 10 years of Western Alaska and Arctic Waters experience
  • Proficient with Microsoft Word, Excel and basic Accounting software

Skills, Knowledge and Abilities:
  • Knowledge of and ability to use Internet software and the ability to use Microsoft Office and email
  • Knowledge of principles and methods for transportation of goods.
  • Knowledge of machines and tools, including their designs, uses, repair and maintenance.
  • Skill in controlling operations of equipment and systems on the vessel.
  • Skill in problem solving and reacting quickly with rapidly changing situations.
  • Ability to read and interpret documents such as safety rules, operating and maintenance instructions, and procedure manuals.
  • Ability to effectively present information and respond to questions from groups of managers, clients, customers and the general public.   
  • Ability to clearly speak English over radio and over phone.
  • Ability to read and understand simple instructions, short correspondence and memos
  • Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists.
  • Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations.
  • Ability to write reports, business correspondence, and procedure manuals.
  • Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.
  • Ability to add and subtract two digit numbers and multiply and divide with 10’s and 100’s.
